You need an R6-C3 license plate for her to appear on Shinkanjou CCL. She will only race against racers who have driven a great distance on one given day. Otherwise, she will cancel the battle if you attempt to challenge her if you have just entered the course. The best way to challenge her is to drive around and race other rivals before racing Crossroad Queen.
